New Premises Has Been Launched

The new premises of the MoLSS European Union Coordination Department in the capacity of Operating Structure, implementing the Human Resources Development Operational Programme (HRD OP*) co-financed by European Union and Turkish Republic with 486 million Euro funds between 2007-2013 all across the county, has been launched on the 30th of November 2011. To the opening launched by Mr. Faruk ÇELİK, the Minister of Labour and Social Security; Mr. Georg FISHER, director for "Analysis, Evaluation, External Relations" in the Directorate General for Employment, Social Affairs and Inclusion at the European Commission in Brussels attended as guest. After the ribbon cutting ceremony, invitees listened to the speeches of Mr. Faruk Çelik and Mr. Georg Fisher about HRD OP and Turkey-EU relations. After the speeches Mr. Çelik answered the questions of the press about the agenda of the event in the cocktail venue. After lunch the opening event was ended.

Following October 3rd, 2005, when Turkey’s negotiation process started, the financial cooperation which is an important pillar of the overall EU and Turkey relations, significantly transformed. As a result of this change, different financial assistances provided under various programmes gathered under “Instrument for Pre-Accession Assistance (IPA)”, which aims to prepare the EU candidate countries for membership; to reduce economic and social differences between the member states and candidate countries, for the period between 2007 and 2013. Consequently a new structure established, in where different institutions from Turkey have various roles, to facilitate these fundings.

As Ministry of Labor and Social Security, in this restructuring prosess, our responsibility is in the scope of ‘’Human Resource Development Component’’ ,which is one of the most important component of this aid instrument, preparation of Operationel Programme and managing of the funds provided in this Programme.

The mentioned Operational Programme for Human Resources Development is the main reference document that defines the use of financial aids of EU to provide assistance on solving preferential problems of our country, which are

1. Employment,

2. Education,

3. Fighting Social Exclusion (Social Service and Aids).

All operations and projects to be implemented under this scope should be based on this document. The document is prepared by the department of IPA Management, which is under the EU Coordination Department and is the main responsible body from the management of the funding, and approved by European Commission on December 2007.
