Submitting a Project Idea


During IPA II, public institutions and other institutions with public status which would like to submit a project idea under “Employment, Education and Social Policies Sectoral Operational Programme (EESP SOP)”, are expected to use the Project Idea Fiche (PIF) to submit their ideas for assessment by the Directorate of European Union and Financial Assistance.

The projects suggested here must be designed at national or regional level. Please note that this method for submitting project ideas does not cover grant projects.

To do this:

  • The relevant EESP SOP action and activity under which the project idea  falls should be determined,
  • Respective PIF should be downloaded and filled in according to the guidance therein,
  • The completed form should be sent to projectidea@ikg.gov.tr.
  • Please consider that the PIF is a tool serving for assessment of the connection between the project ideas with EESP SOP. The assessment by the Directorate of European Union and Financial Assistance is done based on the Programme framework, resources and the legal status of the owner of the idea and selection criteria which are specified below.

    PIF document is available in three versions according to the actions of EESP SOP (Employment, Education and Social Policies).

    Please pay attention to use the PIF of the action which covers the activity you have chosen before.

    Selection Criteria for Operations

     

    The selection criteria listed below are defined in accordance with the relevant articles of the Framework Agreement and the Financial Agreement.  Potential beneficiaries should ensure that the operations suggested are in line with the selection criteria and mechanisms applicable to the Programme, including relevant Sector Operational Programme, and that they comply with the relevant Union and national rules.

     

    1) General Selection Criteria (Action Level Criteria)

    The general selection criteria listed below will be applied to all project ideas no matter which activity of the EESP SOP is chosen.

    - Clear demonstration of the link between suggested intervention and the general aims of the activity

    - Clear identification of tailor-made solutions for target groups requiring specific interventions

    - Complementarity with other funds and policies at action level 

    - Complementarity with related and authorised institutions

    - Innovative nature of suggested interventions

    - Direct reference to EESP SOP indicators (Relevance)

    - Sustainability of suggested interventions (Economic Criteria)

    - Maturity of the proposed activity

    - Scale of the project (Number of Final Beneficiaries)

    - Clear link with EU policies/acquis

     

    2) Specific Selection Criteria (Activity Level Criteria)

    • Linkage between intervention and a dimension of “decent work”
      Measures to ensure institutional cooperation and coordination at all levels,
      Special measure for regional, sectoral, bipartite and tripartite social dialogue
      References to ILO norms, international labour standards and EU acquis
      Complementarity with other sectoral operational programmes
      Links to education and social policy sectors
      Contributing in unionisation of employees and employers
      Including awareness-raising on decent work and its components
      Promoting and supporting green jobs
      Innovative nature of suggested intervention
      Direct reference to EESP SOP indicators (= direct impact for achieving objectives)
      Sustainability of suggested intervention

    • Linkage between intervention and increase in LFP/employment of women, young and disadvantaged persons
      Demonstration of how the intervention on entrepreneurship in other sector programmes has been taken into account
      Customisation of the project content on the basis of specific needs/characteristics of target groups
      Complementarity with other funds and policies regarding employment
      Complementarity with İŞKUR, MoNE and VQA regulations regarding vocational trainings
      Promoting and supporting green jobs
      Innovative nature of suggested interventions
      Direct reference to EESP SOP indicators
      Sustainability of suggested interventions

    • A clear demonstration of the link with the challenges of public employment services
      Demonstration on the focus on the targeted group
      Clear identification of tailor-made solutions for target groups requiring specific interventions
      Complementarity with other funds and policies regarding employment
      Innovative nature of suggested interventions
      Direct reference to EESP SOP indicators
      Sustainability of suggested interventions

    • A clear demonstration of the relationship between the intervention and requirements for the improvement of quality of education and training
      A clear demonstration of the relationship between the intervention and its contribution to the cooperation between vocational schools, private sector and social actors
      Complementarity with other funds and policies regarding education
      Complementarity with İŞKUR, MoNE, CoHE and VQA regulations
      Innovative nature of suggested interventions
      Direct reference to EESP SOP indicators
      Sustainability of suggested interventions

    • Clear demonstration of the relationship between the project and increased attainment/attendance/participation levels
      Demonstration on how the project will focus on the target group
      Complementarity with MoNE and CoHE regulations and policies
      Complementarity with other funds and policies regarding education and social inclusion
      Innovative nature of suggested actions
      Direct reference to EESP SOP indicators
      Sustainability of suggested actions

    • Clear demonstration of the relationship between the project and development of skills and competencies necessary for lifelong learning; decent work, etc.
      Linkage between activities of the projects and intention to increase participation to lifelong learning activities
      Relationship between the project and increased LLL participation rates/ participation to youth programmes/adaptability of employees, employers or enterprises
      Complementarity with İŞKUR, MoNE and VQA regulations and policies regarding vocational education and training
      Complementarity with other funds regarding education/training
      Innovative nature of suggested actions
      Direct reference to EESP SOP indicators
      Sustainability of suggested actions

    • Clear demonstration of the relationship between the intervention and creation of new jobs for those at risk of social exclusion or the retention of existing jobs
      Clear demonstration of the relationship between the intervention and the social inclusion of specific groups and/or providing equal opportunities.
      Clear demonstration of the relationship between the intervention and the solution of problems related to capacity
      Demonstration of how the intervention will focus on the targeted group(s).
      Clear identification of tailor-made solutions for target groups requiring specific interventions
      Complementarity with other funds and policies regarding social protection services
      Innovative nature and sustainability of suggested interventions
      Direct reference to EESP SOP indicators

    • Clear demonstration of the relationship between the intervention and requirements for the solution of problems related to social exclusion and poverty
      Demonstration on how the intervention will focus on the disadvantaged group/s.
      Clear identification of tailor-made solutions for target groups requiring specific interventions
      Complementarity with other funds and policies regarding social inclusion, services and assistance
      Innovative nature and sustainability of suggested actions
      Direct reference to EESP SOP indicators
